The DLC which was announced back in September was announced before the game was even released. However, Bethesda didn’t know what form the expansions would take or the changes that might even come, but they did state that it would deliver a $40 value in a $30 package.
However, Bethesda has never failed to disappoint with the content of their DLC or the number released. For instance, Fallout 3 received 5 DLC expansions: Operation Anchorage, The Pitt, Broken Steel, Point Lookout, and Mothership Zeta. These expansions al came with more content, general changes, and Bethesda is most likely going to pull out all the cards when it comes to its new winner Fallout 4.
